ACTION4CLIMATE  Connect4Climate Short Video Documentary Competition 

 

The Action4Climate video competition invites young aspiring film makers from all over the world to showcase their talents and create a 1 to 12 minute documentary about climate change. The aim is to tell a story that helps to raise awareness about climate change and reveals what local communities or individual people are doing to promote action, offer new solutions, and inspire change. The documentary should provide powerful insights into what is actually happening on the ground and greater understanding of what needs to be done to fight climate change.


RULES FOR THE ACTION4CLIMATE COMPETITION

These Rules ("Rules") for the Action4Climate video competition are part of the Terms and Conditions of Use & Privacy Policy (the "Terms and Conditions of Use") that govern the use of the website where Action4Climate video entries are located.  The competition is administered by Connect4Climate (defined herein variously as Connect4Climate or the World Bank).

Entry Procedure

 

Participants shall submit video entries (defined in the Terms and Conditions of Use, to which these Rules are an integral part) that will tell a story to help raise awareness about climate change, reveal what local communities or individuals are doing to promote action, offer new solutions, and inspire change.

 

Participants shall submit video entries through the dedicated Facebook application available on the website www.action4climate.org and www.facebook.com/connect4climate.


The competition is open to people aged 14 to 35, and teams comprised of such individuals.Entries will be divided into and judged within two age groups: 14 to 17 years old and 18 to 35 years old. Participants  ages will be determined as of 11.59 pm EST on February 15, 2014.  Minors are responsible for ensuring their submission is authorized and in compliance with the legal requirements of their country.

There is a maximum limit of five members for any team. Each team member must  be of the age appropriate to the team’s age group – 14 to 17, or 18 to 35 years old on February 15, 2014. Mixed-age teams are not allowed to participate. Individuals and teams are limited to one entry each; however, an individual who is a member of a team that is submitting a team entry may also submit a different entry on his or her individual behalf.

Action4Climate video competition participants will be asked to certify their age when entering, and the World Bank reserves the right to verify the age of any participant, including potential winners.

Active staff members and family members of active staff members of the World Bank and Connect 4Climate, as well as members of the Technical Committee, or the Judging Panel, are not eligible to enter this contest. Active (at the time of Entry submission) paid staff of the World Bankmay submit Entries, but they will not be eligible to be declared one of the winners, including of the People's Choice award.

Action4Climate video submissions must be created by and owned by the participants.

Action4Climate video entries must be between 1- 12 minutes in length. Video entries shorter than 1 minute or longer than 12 minutes will not be accepted. The videos may be recorded in any language, but English or French subtitles are highly encouraged.

Deadline

The deadline for entries for the Action4Climate video competition is 11:59 pm EST, February 15, 2014. An entry is timely, and will be accepted, only if actually received before this time. The time of transmittal will not be taken into account.

Selection

In addition to the judging process described below, visitors to the Action4Climate site can vote on the eligible entries received before the Deadline for Entries to determine a People's Choice Winner. The one entry having received the most votes at the deadline will be deemed the winner of the People's Choice award. The number of popular votes for each entry will be shown on the site at all times.

Winning entries from the Connect4Climate Photo/Video Competition 2011 or Voices4Climate 2012 competition may not be re-submitted to the Action4Climate video Competition.


Prizes may include cash, video equipment and goods, computer tablets, and video editing softwares. Winning entries may also receive special recognition at major film festivals, as well as screenings on MTV Networks International’s Voices platform and other Connect4Climate partners media platforms. Prizes will be given to a first, second, and third place winner in the two age groups (14-17 years) and (18-35 years).

Winners will be selected by a Judging Panel composed of international fim directors, international organizations representatives and communication professionals, including those working in the field of film, arts, and/or the environment.

Connect4Climate reserves the right to award their own prize in each age group for any entries they feel to have particular originality.

 

Warranties

 

By submitting an Entry, Participants certify they have obtained the following:

  1. Clearance agreements signed by all members of the public who speak to the camera/ interviewer or are profiled as specific characters within the production.  These agreements must show that the subject consented to be featured in a video to be submitted to this contest.
  2. Evidence of clearance from the suppliers of any third-party material and footage that is included in the production, providing worldwide rights for use by any distributors in any format.
  3. Evidence of clearance of any music that is included in the production providing worldwide rights for use by any distributors in any format.

 

Judging Criteria, Screening and Judging Process, Judging Panel

A. Judging Criteria

 

The judging of the documentary entries will be based on the following equally weighted criteria:

1) Content: clearness and effectiveness of the video in documenting a story about climate change, promoting action, and/or offering new solutions.

2) Technical expertise: quality of the camera and audio work, effectiveness of the editing and strength of the script  

3) Innovation, originality, and impact: telling a climate story in a fresh and unusual way, appealing to a broad and diverse audience, and encouraging further thought and action.

 

In the event of a tie, a winner will be selected based on the criteria described in (1), then (2), and finally (3). If there is still a tie, then a winner will be selected based on a new vote by the Judging Panel.


B. Screening and Judging Process

1. Submissions will initially be screened by a Technical Committee ("Technical Committee”). The Technical Committee will verify that the Contestant and the Entry meets the Eligibility criteria in the "Entry Procedure" and is consistent with the "Competition Terms."  If an Entry meets the criteria, as decided in the sole discretion of the Technical Committee, it will be posted on the Action4Climate contest web site.

2. All Submissions which pass the Technical Committee screening will be judged by an Judging Panel ("Judging Panel") of international filmmakers and communications professionals based on the judging criteria to determine which Submissions are awarded prizes or recognition.


DECISIONS OF THE TECHNICAL COMMITTEE AND JUDGING PANEL ARE FINAL AND NOT SUBJECT TO NEGOTIATIONS, CHALLENGE, OR APPEAL.


C. Judging Panel

The composition of the Judging Panel will be determined by the World Bank and Connect4Climate team. The World Bank reserves the right to substitute or modify members of the Judging Panel at any time for any reason.

Awards


The Judging Panel will select up to six entries (up to three in each age category) who earn the highest overall score to win prizes. In the event of a tie, the winner will be selected based on the entry with a higher score on the individual criteria described above in section A.,comparing scores on criteria  (1), then (2), and finally (3). If there is still a tie, then the winner will be selected based on a new vote by the Judging Panel.

 

• First Prize Winner, Second Prize Winner and Third Prize Winners

The Judging Panel will select the Contestants (individuals or teams) whose video entries earn the highest overall score to win prizes. In the event of a tie, the winner will be selected based on the criteria described in (1), then (2), and finally (3). If there is still a tie then the winner will be selected based on a vote by the Judging Panel.

 

Winners of the 14 – 17 age group will receive video equipment, software, and tablet together with being featured on the MTV Networks International Voices platform. Winners of the 18-35 age group will receive cash prizes, as well as the opportunity of having their documentaries featured on the MTV Networks International Voices platform and at major film festivals.

All prizes will be provided and paid directly by Action4Climate sponsors. The World Bank is neither accountable nor responsible for any of the prizes awarded. Winners are responsible for all applicable taxes and fees associated with prize receipt and/or use. No transfer or substitution of a prize is permitted. If a team of individuals is selected as a prize winner, the prize will be awarded to the group and it will be their responsibility to split or appropriately allocate the prize.

• People's Choice Winner

- All eligible Entries will be posted on the Action4Climate contest website as soon as eligibility has been verified, and will remain posted until at least February 15, 2014.  Visitors to the website will be able to register votes for their favorite Entries. Visitors could vote for up to five entries daily.

 

- The Participant in each age category whose Entry receives the highest number of votes before the February 15, 2014 deadline, based solely on the public voting of registered visitors on the competition application site will be elegible to receive a special prize, to be determined by the Connect4Climate team.

- If there is a tie between one or more Submissions for the People's Choice Award, two prizes will be awarded, one to each of the tied top Participants.

- Use of an automated process or similar device to submit an electronic vote is strictly prohibited. Any attempt to use automated vote process will subject all votes from the person to disqualification. If a Participant receives irregular votes, including but not limited to, votes generated by a robotic, programmed, script, macro, other automated means or other source, the Sponsor reserves the right to disqualify the Participant in their sole discretion. If the voting process for the People’s Choice Award fails to operate properly or appears to be tampered with or tainted with errors, fraud or unfair practices, the World Bank its sole discretion reserves the right to use another means to determine the winner of the People’s Choice Award, i.e. random selection or appointing a panel of judges. Participants may not pay people or provide any other type of consideration in exchange for votes. Any Participant who violates the ban on paying or providing consideration in exchange for votes will be disqualified. Public votes may be displayed on the competition website, on a real-time basis, before being verified for integrity. These unverified votes do not necessarily reflect accurately the winner of the People’s Choice Award. The winner of the People’s Choice Award will be the entrant(s) who are contacted directly by the World Bank after votes have been verified. The World Bank reserves the right to modify the voting period at anytime for any reason

In addition to the prizes, Connect4Climate will make all efforts to provide exposure for the winning video at high-profile events, including, for example, at film festivals, and the winning videos will be featured on the MTV Networks International Voices platform as well as other media partners’ platforms and channels.

 

As official Connect4 Climate videos, the winning entries will receive special recognition at all relevant Connect4Climate events, and be prominently featured and promoted on Connect4Climate’s social media platforms.

Competition Terms

By submitting an Entry, every Participant agrees to the following:

• The competition is open to nationals of ALL countries of the world. Participants submitting video entries to the competition must be over the age of 13 as of 11.59 pm on February 15, 2014. Participants are responsible for ensuring their submission is in compliance with the legal requirements of
 their country  

• Content from sources other than the Participant must be clearly marked throughout the submission and properly cited.


• The decision of the committee,  judges and panels, as to eligibility, winning Entries and non-winning Entries is final and is not subject to any appeal.

Intellectual Property 

 

• By submitting an Entry, Participants grant the World Bank a perpetual, royalty-free, non-exclusive, worldwide, irrevocable, fully sub-licensable and transferable license to use, reproduce, modify, copy, exploit, distribute, excerpt, edit, display, adapt, publish, translate, create derivative works of all, in all media and formats whether now or later known or developed.  

 

• The rights granted to the World Bank by every Participant shall include, but not be limited to the right to transfer all entries free of charge to Connect4Climate partner organizations for those partner organizations to screen, publicly display, and broadcast entries one or multiple times in order to increase exposure of the video and its subject matter.

 

• To the extent that any Entry contains any intellectual property previously developed by the Participant or by third parties, and to the extent that the Participant creates any derivative work as referred to above, the Participant hereby grants to the World Bank a license over such previously developed intellectual property and over any derivative work, on the same terms as specified above, without any additional compensation. Any such previously developed intellectual property shall be so identified.


Anonymous Entries


Participants may submit Entries anonymously, and those Entries may be adjudged winners, and receive votes for the People's Choice award, but anonymous Entries are not eligible to receive any prizes.


Conduct

Failure to comply with these Rules may result in disqualification from the competition. Participant agrees to comply with and be bound by the decisions of the World Bank, which are final and binding on all matters pertaining to this competition. The World Bank is not responsible for any typographical or other error in the printing of the offer, administration of the competition or in the announcement of the prizes. The World Bank may update and/or modify these Rules in its sole discretion, and Participant agrees to accept and be bound by any updates and/or modifications.

Affirmation of Ownership and Eligibility

By entering this competition, Participant declares, represents and warrants that Participant is the rightful owner of the Entry, and of all the patents, copyrights, and/or trademarks associated with the Entry. By entering this competition Participant further declares, represents and warrants that he/she has not 1) infringed on any third party rights, including copyrights, trademarks, industrial property, trade secrets, confidentiality obligations and rights of privacy and publicity, or 2) violated any applicable law(s) in any countries in the world. The World Bank assumes no responsibility for verifying the ownership and originality of Entries. However, if at any time The World Bank chooses, in its sole discretion to verify the ownership and originality of Entries, by entering this contest Participant agrees that the World Bank has the right to verify the ownership and originality of any Entry and that upon request, Participant shall submit a written copy of any release or permission Participant has received from a third party granting Participant the right to use such property. Participant understands that in the event a submission is selected as a Finalist or winning Entry, and Participant's ownership rights and the originality of Participant's Entry cannot be verified to the satisfaction of the World Bank or is in any other way ineligible, the World Bank may select an alternate winner based on the same judging criteria.
If after announcing the Winning Entries the World Bankdetermines Participant has misrepresented, misstated, or mischaracterized Participant's Entry of this competition in any way or Participant is not the rightful owner of the submitted Entry, the Entry may be withdrawn and disqualified from the Competition, and any privileges received by winning this competition may be rescinded. Any determinations made by the World Bank in withdrawing and disqualifying any Entry will be final and confidential. By entering this competition Participant agrees to keep any controversies between him/her and the World Bank confidential and Participant further agrees not to disparage the World Bank in any dispute or controversy.

 

Disclaimer and Release

 

The Action4Climate Video Competition is in no way sponsored, endorsed or administered by, or associated with, Facebook, Inc. or any other platform where it is advertised.  The Action4Climate Video Competition is administered by the World Bank and Connect4Climate.

Participant agrees to release the World Bank and Facebook, Inc., from all claims, demands, and damages of every kind and nature, known and unknown, arising out of or in any way connected with the Action4Climate Video Competition and Participant's participation.  


No Recourse to Judicial Procedures

To the extent permitted by law, the rights to litigate, to seek injunctive relief or to any other recourse to judicial procedure in case of disputes or claims resulting from or in connection with this competition are hereby excluded, and Participant expressly waives any and all such rights.

Preservation of Immunities

Nothing herein shall constitute or be considered to be a limitation upon or a waiver of the privileges and immunities of the World Bank, or any other member of the World Bank Group, which are specifically reserved.


TERMS AND CONDITIONS OF USE & PRIVACY POLICY

- Falsify the origin or source of software or other material contained in a file that is uploaded.
- Advertise or offer to sell any goods or services, or conduct or forward surveys, contests, or chain letters. Download any file posted by another User of a Forum that you know, or reasonably should know, cannot be legally distributed in such manner.
- Create a false identity for the purpose of misleading others.
- Disrupt the normal flow of communities or negatively affects other Users' ability to participate in communities.
- Contact anyone who has asked not to be contacted, or "stalk" or otherwise harass anyone.
- Violate any Jurisdiction Laws.
- Violate or infringe upon any intellectual property rights, rights of publicity or privacy or any other rights of The World Bank or of any other person.
- Gain unauthorized access to the Site, other Users' member accounts, names, passwords, personally identifiable information or other computers, websites or pages, connected or linked to the Site or use the Site in any manner which violates or is inconsistent with these Terms and Conditions.
- Modify, disrupt, impair, alter or interfere with the use, features, functions, operation or maintenance of the Site or the rights of use and enjoyment of the Site by any other person.
- Constitute or promote Information or Content that User knows is false or misleading, furthers or promotes illegal activities or conduct that is abusive, threatening, obscene, defamatory or libelous.
- Transmit "junk mail," "chain letters," or unsolicited mass mailing, instant messaging, "spimming," or "spamming".
- Post Information or Content that includes restricted or password only access pages or hidden pages or images (those not linked to or from another accessible page).
- Solicit or collect personal data including telephone numbers, addresses, last names, email addresses, passwords or personal identifying information from other Users or other third parties.
- Promote commercial activities and/or sales without prior written consent from The World Bank such as contests, sweepstakes, barter, advertising, or pyramid schemes.
Include a photograph or video of another person without that person's consent.
- Knowingly communicate with any User under the age of 13 or communicate in an inappropriate manner with another User.
- Circumvent or modify, attempt to circumvent or modify, or encourage or assist any other person in circumventing or modifying any security technology or software that is part of the Site.
- Perform any automated use of the system, such as, but not limited to, using scripts to add friends or send comments or messages.
- Use the member account, User name, or password of other User at any time or disclose his password to any third party or permit any third party to access his member account.
- Sell or otherwise transfer his member account or User name.
- Use the Site in a manner inconsistent with these Terms and Conditions or with any applicable laws and regulations.

Some aspects of use of this Site, including without limitation use of certain Interactive Tools are governed by the Rules for Action4Climate Contest! ("Rules") hereby incorporated by reference to these Terms and Conditions. User understands, acknowledges and agrees that as a condition to use, User will abide by the Rules, as amended from time to time. If User does not wish to be bound by the Rules, User may not use, access, display, download and/or otherwise copy or distribute Content obtained through that Interactive Tool.

User acknowledges that exchanges on Interactive and Social Media Tools are public and not private communications. Further, User acknowledges that chats, postings, conferences, e-mails and other communications by other Users are not endorsed by The World Bank, and such communications shall not be considered reviewed, screened, or approved by The World Bank. The World Bank reserves the right for any reason to edit and remove without notice any Contents of the Interactive Tools received from Users, including without limitation e-mail, blog comments, and bulletin board postings.

Privacy Policy

Registration. Some Interactive Tools require the User to register and have a unique member account, with a User name and password combination, in order to access and use certain features or functions of the Site. To register, the User will be asked for Personal Information. Except as specifically provided for in the Site or herein, the Personal Information provided is only used for technical and customer administration and evaluation of the Site and may be shared with third parties only for these purposes. Examples of this type of data include statistics on which pages are most popular and which are least popular. The data collected is not intended to be traced back to a particular individual/User. The purpose of this data collection is so that The World Bank can better understand the preferences of its visitors and improve this Site and its services. In this regard, the User grants The World Bank a right to use the data collected.

Registering on this Site is optional. If User chooses not to register or provide Personal Information, User can still use the Site. However, User will not be able to use some Interactive Tools, nor be able to receive certain communications such as emails and newsletters, for example.

If User chooses to use any Interactive Tool that requires registering or provision of Personal Information, part of User's Personal Information such as e-mail address, gender, city, country, school, work, employment or organizational affiliation may be published, translated, distributed, displayed and in general be available to other Users registered on the Site.
User is entitled to cancel his member account anytime.


Use of cookies. When User registers on the Site, the Site sets a cookie on the User's computer's hard drive that enables User to manage his subscriptions and online profile. By setting this cookie, the Site will remember User the next time User visits and won't have to bother User by asking questions User has already answered (like address information). 

However, User is always free to decline our cookies if User's browser permits, although in that case User may not be able to use certain features and may be required to re-enter information more frequently to use certain services on the Site.


IP Addresses. The Site records User's IP address and non-personal data such as browser type and operating system. This data helps us learn about the geographical distribution of our Site visitors and the technology they use to access our Site. This data is not connected with the Personal Information User supplies in connection with registration on the Site, except in certain cases of managing errors, in which case, the contents of the http request are captured when there is an error, which is used for troubleshooting. This includes any cookies that are present on the User's computer, the page requested, IP address and browser information, for example.

Security. The Site employs a range of technologies to protect the data maintained on our systems. Despite such undertaking, it is possible for Internet-based communications to be intercepted, subject to unauthorized access, lost, misused, disclosed, modified, forged, destroyed or targeted by cyber attacks. Therefore, as stated in Section 3, The World Bank cannot ensure that User Content and Information will not be intercepted, subject to unauthorized access, lost, misused, disclosed, modified, destroyed, or targeted by cyber-attack.

Security Notice. The World Bank reserves the right but not the obligation to monitor any Content, where posted on this Site. For Site security purposes and to ensure that this service remains available to all Users, this computer system employs software programs to monitor network traffic to identify unauthorized attempts to upload or change Content, or otherwise cause damage. Unauthorized attempts to upload Content or change Content on this service are strictly prohibited and may be punishable by law. If monitoring reveals evidence of possible criminal activity, such evidence may be provided to law enforcement personnel.

User Names and Passwords. Member accounts, User names and passwords are personal to each User. Users shall not allow any others to use their member account, User name or password under any circumstances. Each User is responsible for guarding his password carefully with the full awareness that a failure to keep his password secure will enable others to engage in transactions for which the User will be legally responsible. Users shall notify immediately The World Bank if they become aware of or believe there is or may have been any unauthorized use of (or activity using) their member account, User name or password or any other need to deactivate their member account, User name or password due to security concerns.

Copyrights and Content posted by User

The Content of this web site is copyright protected under United States and International Laws. Unauthorized use of the Content is strictly prohibited.

Different terms apply to contest Entries, but for non Entry information, User grants The World Bank a non-exclusive, worldwide, royalty-free, perpetual, irrevocable, fully sub-licensable and transferable right to use, reproduce, modify, delete, adapt, publish, translate, create derivative works from, distribute, perform and display such Posted Information throughout the world in any media for non-commercial use, including for promotion, public display, informational, educational or awareness purposes, with attribution credit given to the identified User. User grants The World Bank the right to use the name that User submits in connection with such Posted Information. User agrees not to contest any use or reproduction that the World Bank Group may undertake of the Posted Information. User grants The World Bank a non-exclusive, worldwide, royalty-free, perpetual, irrevocable, fully sub-licensable and transferable right to publish, translate, distribute and display his/her name, photograph, likeness and part of his Personal Information.

User hereby agrees that if his Posted Information is removed from the Site, The World Bank shall retain the rights granted in this Section.

The World Bank may choose to use Information and Content to compile profiles for statistical purposes and may choose to trade with such profiles and statistical data, as long as the profiles or statistical data cannot be linked to any specific data subject, including User, by a third party.

Except as provided in connection with Entries, The World Bank does not claim any ownership rights to the Content that User uploads or links to his/her member account using the Site.

Term. This Agreement shall remain in full force and effect unless and until User member account is terminated as provided herein. User is entitled to remove his Content, Posted Information and cancel his/her member account at any time. In this case, The World Bank retains the license rights as provided the Rules.



Applicable Jurisdiction

Any dispute or difference involving The World Bank arising out of, or in connection with, the Site or the use of the Site which cannot be amicably settled between the parties to such dispute shall be arbitrated in accordance with the Commercial Arbitration Rules of the American Arbitration Association then in effect by one arbitrator appointed in accordance with those rules. The arbitration shall take place in the District of Columbia. Any resulting arbitration decision shall be final and binding on both parties. Judgment upon any arbitration award in favor of The World Bank may be entered in any court having jurisdiction thereof.

Preservation of Immunities

Nothing herein shall constitute or be considered to be a limitation upon or a waiver of the privileges and immunities of the World Bank, which are specifically reserved.

General

The World Bank reserves its exclusive right in its sole discretion to:
alter, limit or discontinue the site or any Content in any respect. The World Bank shall have no obligation to take the needs of any User into consideration in connection therewith;
to delete, disable, deactivate or terminate member accounts, remove or edit Content, cancel services, block User's email, IP address, or otherwise terminate User's access to or use of this Site or any portion thereof in its sole discretion and without notice;
shut down the Site or any Interactive Tool, with or without notice, and with no liability of any kind to User; orchange, alter or amend these Terms and Conditions of Use and Privacy Statement at any time, without notice to any User.
No waiver by The World Bank of any provision of this Agreement shall be binding except as set forth in a writing signed by its duly authorized representative.
