1. Definition
1.1. Moinho Cine Fest only accepts micro and nano films. The festival considers that the duration of the micro films is until to 05:00 (mm:ss) and the nano films is until 01:00 (mm: ss).
1.2. The Moinho Cine Fest is organized by ANARTEM – Associação Cultural e and directed by André Almeida Rodrigues, a Portuguese filmmaker.
1.3. The 3rd edtion will take place in April 2021 in Custóias, Leça do Balio and Guifões parish, Matosinhos, Portugal.
2. Goals
2.1. Be a showcase of the panorama of world film production in 2019 and 2020, promoting itself as a meeting point for “all world cinema”.
2.2. Want a total length of animation, documentary, fiction experimental films and music videos and fashion films and a similar number of films from Portugal (host country), Europe, Asia and Oceania, Africa and Americas (North, Central and South).
3. Competitive sections
3.1. Nano Films
3.2. Mobile Films: Films with images that must be shooted with a smartphone or tablet. The sound can be recorded with other equipment.
3.3. Micro Films.
3.4. Music Videos: Nano and Micro Films.
3.5. Fashion Films: Nano and Micro Films.
3.6. Local Films: Films produced by associations based in Custóias, Leça do Balio and Guifões parish. The creation of this section is subject to the minimum result of a pre-selection of three films, which is the responsibility of the festival direction.
4. Conditions of Submission
4.1. Production after January 1, 2019.
4.2. Directors of any age or nationality can participate.
4.3. The theme is free except defamatory, threatening, pornographic, racist, ethnically offensive, or otherwise violating Portuguese law. That is, films that are in any way inappropriate are banned.
4.4. International films must be subtitled in English.
4.5. There is no limit on the number of films that each participant can submit for the festival, as long as they respect the rules of this regulation.
4.6. Accepts films submited in previous editions but which were not selected. To submit again, please, ignore the message: "You have previously submitted this project to this festival."
4.7. Selected films from previous editions of the Festival are not accepted.
4.8. There is no premiere policy and the films may be published online.
4.9. In the competitive sections, films made and produced by people connected to the organizing entity are not accepted.
4.10. It is the participant's responsibility to indicate the section in which the film is competing in the act of submission.
5. Copyright
5.1. Copyright are the sole responsibility of its author.
5.1.1. Each participant will ensure that the films are his/her own, taking the responsibility for the content of the movie and that the movie does not infringe any copyright, related rights or industrial property rights of any third party.
5.1.2. In case of including people, each participant guarantees to have authorization of the same for their exhibition, being responsible for any violation of the right to the image, the reserve of the intimate life and others.
6. Submissions
6.1. Until 11:59 PM (GMT) on December 31.
6.2. It is mandatory to be submit through the FilmFreeway platform, through the website www.filmfreeway.com/moinhocinefest
6.3. Submissions fee:
6.3.1. June 2020: Free
6.3.2. July 2020: 1 EUR
6.3.3. August 2020: 2 EUR
6.3.4. September 2020: 3 EUR
6.3.5. October 2020: 4 EUR
6.3.6. November 2020: 5 EUR
6.3.7. December 2020: 6 EUR
6.4. Payment of submission fee is made directly on the indicated platform.
6.5. The submissions fees are non-refundable.
6.6. The free submission period is in June 2020. There are only fee waivers to Local Films.
7. Competition selection
7.1. It is the responsibility of the festival direction to select all the films scheduled.
7.2. The results of the official selection will be communicated on January 15, 2021 by email and on the festival's website and social networks.
8. Screening fees
8.1. In the competitive sections Nano Films, Mobile Films and Micro Films, the organizer entity pays each film 0.05 EUR per second without credits.
8.2. In the Competitive Local Movies section, the organizer does not pay an exhibition fee.
8.3. Guest films don’t have payment of a screening fee.
8.4. The screening fee is paid through PayPal within 31 days after the end of the festival to an account indicated by the participant.
9. Screening Copy
9.1. The screening copy must be in MP4 format and must be sent together with the following information to the catalog: Synopsis, one frame and World, European or Portuguese Premiere, if applicable.
9.2. If the festival does not receive what was requested in point 9.1 until January 31, the film is automatically excluded from Moinho Cine Fest and another film is selected.
9.3. The festival may exceptionally accept screening copy in other format than that specified.
10. Guest
10.1. In each edition, an international film festival will be invited to screening in out of completion three nano films and/or micro films.
10.2. Filmmakers may also be invited to screening until to their three nano films and/or micro films in out of competition.
10.3. The directors/producers of the selected films will be invited to be present during the festival.
10.4. The organizer entity will not pay screening fees for guest films.
10.5. The copyright of the invited films is the responsibility of the authors.
10.6. Os direitos de autor dos filmes convidados são da responsabilidade dos seus autores.
10.7. The organization entity doesn’t pay for travel, accommodation, meals or other expenses associated with travel of participants. That is, if the participants wish to be present at Moinho Cine Fest, they will be entirely responsible for all costs associated.
11. Judge
11.1. It will consist of five individuals invited by the festival direction.
11.2. The jury's constitution will be announced on the festival's website and social networks in a timely manner.
11.3. The Jury may decide to award Honorable Mentions.
11.4. The Jury will not award prizes ex aequo.
12. Awards
12.1. The films present in the Festival's Competitive Sections compete for the following prizes:

12.1.2. Best Nano Film;
12.1.3. Best Mobile Film;
12.1.4. Best Portuguese Film;
12.1.5. Best Portuguese Nano Film;
12.1.6. Best Portuguese Mobile Film;
12.1.7. Best Local Film;
12.1.8. Best Animation;
12.1.9. Best Documentary;
12.1.10. Best Experimental Film;
12.1.11. Best Fiction;
12.1.12. Best Music Video;
12.1.13. Best Fashion Film;
12.2. The Best Film Award consists of a cash prize of 200EUR, a trophy and a certificate.
12.3. Prizes are paid via PayPal within 31 days after the end of the festival to an account indicated by the participant.
13. Others Subjects
13.1. The official languages of Moinho Cine Fest are Portuguese and English.
13.2. The selected films may be part of non-commercial exhibitions/extensions as part of the Festival's promotion. These exhibitions are not entitled to payment of an exhibition fee.
14. Omissions
The festival direction reserves the right to decide on cases not provided for in these Regulations as well as to make the necessary changes, giving timely notice to all interested parties.
15. Final Subject
The submission for pre-selection and participation in the different competitive sections of Moinho Cine Fest implies the reading of this Official Regulation as well as its acceptance.
