Within ten days of the inauguration of American President John F. Kennedy, he delivers his first State of the Union Address to the world on Communism, the economy and his strategies to prepare the military for the Cold War on January 30, 1961. By June 4th, President Kennedy visits Vienna to meet with Soviet leader Nikita Khrushchev in an attempt to resolve the West Berlin conflict that began during President Dwight Eisenhower's administration. Diplomatic relations further deteriorate and President Kennedy returns to the United States with an increasingly tense level of Communist aggression to solace. Khrushchev quietly plans the construction of the Berlin Wall to force East Germans to remain in the Soviet occupied Eastern Bloc state. President Kennedy provides constant reinforcements to protect democracy and rebuild the economy in West Berlin. In 1963, President Kennedy returns to West Berlin to deliver one of his most emphatic Cold War messages for millions of people to hear.
